Joe Biden will this afternoon formally announce the withdrawal of US troops from Afghanistan by 11 September – ending nearly two decades of war that killed more than 2,200 US troops, wounded 20,000, and cost as much as $1 trillion (£720bn). Estimates suggest more than 100,000 Afghans lost their lives in the conflict.

His speech comes as US climate envoy John Kerry is heading to China for talks between the world’s two biggest carbon emitters ahead of an environmental summit of world leaders. Intelligence chiefs have warned in an annual briefing that the climate emergency poses increasing risks to US national security on multiple fronts.

Jill Biden has returned to the White House after a “common” medical procedure, to which she was accompanied by her husband. There was no immediate detail offered about the nature of the first lady’s treatment.

BREAKING: Biden administration will spend $3bn to combat vaccine hesitancy following J&J pause

The White House has announced how it intends to address vaccine hesitancy as Covid-19 vaccination rollouts continue, and it included utilising $3bn in funding towards inoculation messaging that would increase public confidence.

“Building vaccine confidence and increasing access to vaccination is central to our efforts,” said Jeffrey Zients, the White House Covid-19 response coordinator, during a Covid-19 press briefing on Wednesday.

The $3bn in funding was an investment going directly to states that would assist them in providing messaging to residents about the safety of the vaccines. Mr ZIents said the priority was to push “fact-based messaging and resources into the hands of trusted, local messengers.”

Kamala Harris says plans “in the works” to visit Mexico and Guatemala

Having been placed in charge of the Biden administration’s effort to resolve the migration situation at the US-Mexico border, Kamala Harris told a press conference today she is intending to visit Guatemala “as soon as possible”.

Republicans have been hammering the administration for not “closing” the border, while Democrats and progressives have raised the alarm at the conditions in which authorities are housing migrant children arriving without their parents.

DC statehood is closer than ever, says congresswoman

In a statement at a committee markup hearing, Washington DC Congresswoman Eleanor Holmes Norton – who is not able to vote on the House floor – has described the progress of a bill that would make the nation’s capital a state and thus ensure its people are represented in Congress.

“Last year, the House passed HR 51,” she said, “which was the first time in history a chamber had passed the DC statehood bill. This year, HR 51 has 215 cosponsors, virtually guaranteeing House passage next week.”

“With Democrats controlling the House, the Senate and the White House, we have never been closer to statehood.”

The current campaign to get full congressional representation for DC’s residents has been running for decades, but Republicans have long opposed it, claiming that Democrats only want to make the capital a state in order to gain safe seats in both houses of Congress.

Marco Rubio quizzes intelligence witnesses about “lab leak” Covid-19 theory

The Senate Intelligence Committee is holding a hearing with intelligence agency leaders on global threats, covering issues from Chinese cyber power to climate change and beyond. Marco Rubio, the committee’s ranking Republican, asked the witnesses about what their agencies know about the origins of Covid-19 – and whether the Wuhan Institute of Virology should be considered a possible initiall transmission point.

In response, the witnesses acknowledged that the Chinese state’s obfuscation so far means they have not yet been able to settle on a definitive account of where and how the virus first originated and then spread to humans.

As CIA Director William J Burns told Mr Rubio: “The one thing that’s clear to us and our analysts is the Chinese leadership has not been fully forthcoming or transparent in working with the WHO, or in providing the kind of original complete data that would help answer those questions. We’re doing everything we can using all the sources available to all of us on this panel to try to get to the bottom of it.”

With hours to go until Joe Biden formally announces his plans to withdraw troops from Afghanistan, topline elements of the speech have been released.

“We cannot continue the cycle of extending or expanding our military presence in Afghanistan hoping to create the ideal conditions for our withdrawal, expecting a different result,” he will say. “I am now the fourth American president to preside over an American troop presence in Afghanistan. Dr Fauci: Johnson & Johnson pause will be short-term

Dr Anthony Fauci offered reassurance this morning that the pause in the use of Johnson & Johnson’s Covid-19 vaccine will last “days to weeks”, rather than dragging on.

“I think we are going to be hearing about a decision pretty quickly,” he said in an interview with NBC’s Today. “I don’t think this is going to drag out.”

The announcement from the FDA and CDC yesterday left many concerned that vaccine hesitancy could rise in response, but the authorities stresses that the pause is in response to an incredibly small number of reported adverse reactions among 7 million people who have received the shot in the US.
